By radiogram dated 10-30-6'! the Atlanta orfice advised it 
had I'^'ceived information on that date that ^5artin Luther King's . ,' 
secretary informed King of a message from Clarence IJones to the 
■ effect that Jones and their "r.iutual friend" want to come to Atlanta 
to meet with King on the earliest u'celcend possible. King sp.id that f 
he was desirous of having this meeting vith Jones and their "jnutual j

Atlanta from Baltimore and, since wc are desirous of estaLlishing, 
wherever possible, evidence of the continuing relationship between 
King and Levlson, Special Agent in Charge Joseph K. Ponder in Atlanta 
was contacted this date and told to alert their sources for the 
possibility that King might return tc Atlanta this weekend and to be 
alert to a possible meeting between King anc^Lov^^r^^iAtlanta this 
weekend. In addition, Security Supervisor ^HHBIHil^of the 
New York Office was contacted and ini.tructed to have discreet spot J 
checks made in an effort to determine if either Jones or Levison 
leave Nev? York this weekend and, if so, to attempt to determine their 
mode of travel so that Atlanta can be advised. iL

inquiry is shown in the fact that tho Atssistant 
United States Attorney, Chicago, Illinois, in 
declining prosecution becauce of lack of apparent 
criminal intent, characterized the operation of 
this institution as poorly managed. 

In vie\v of the above the Chicago Divii^bn sugjjests 
the possibility that maintaining absolute sociu-ity is highly 
in; probable. The- overall operation sUov.s an obvious lack of 
necessary conditions for maintaining such a monitoring operation 
on a discreet basis.

As you know, from time to time we have received infor- 
mation concerning threats against the life of Martin Luther King, Jr. 
As King more and more becomes a controversial figure, coupled with 
the controversial nature of the civil rights movement In. which he 
is engaged, we can expect the continued receipt of information 
pertaining to such type threats. Our usual procedure has been 
to notify the Atlanta, Georgia, Police Department (PD) due to King's 
residence in that city, as well as to notify an appropriate local 
law enforcement agency covering the r^rea where the violence is 
threatened if such locale is known. Wo have not been notifying 
King himself. 

The most recent such threat made was covered by memo- 
randum from R, W, Smith to you 10/11/64 (original attached) which 
noted, that upon your instructions it was determined that the 
Atlanta PD had been advised of the threat but that the Atlanta // 
Office should not have the FBI notify King or his family directly; 

instructed that it was up to the Atlanta 
notified. 



The Atlanta Office was

We intend to follow the practice outlined above of 
advising the Atlanta PD of information pertaining to threats 
against King. We will not advise King. will also advise 
other local agency if we Know of locale of threat.

Martin Luther King's trip to Europe to accept the Nobel Peace 
Prize. In that rcjjard, Ruatln said he had been aoked by King

knowledgeable enough to know whom he should or should not

said this could be accomplished through the establishment of 
Institutes In this country for the purpose of acquainting young 
people with the tactics and philosophy of non-violence. As

it should be placed in trust for the children of the Kings. 
This, Rustin ::aid, would benefit the children because Martin 
was not a v;ealthy man. He said his only reservation about ''the

An article In ^'Tlie Plain Dealer", daily Cleveland 
newspaper^ issue of October 23, 1564, reflected that Reverend 
King would help publicize "Get Out the Vote Sunday" vhich 
vlll be observed in chi^rches November 1 , 19^4, during his 
talks In Cleveland on October 23, 19^4. 

The article reflected that Keverend King arrived 
at the Cleveland airport at 10:30 AM on October 22, 1954, 
and proceeded to Oberlln, Ohio. According to the article, 
he v;as acconpanled by the r;evex-end Ralph D, Alernath;', 
described as a close associate In the Southern Christian 
Leadership Conference (SCLC); the Keverend Andrevj J. Young, 
executive director of the SCLC; Jack Pratt, Chief Legal 
Counsel for the National Council 6f Churches; James L. Farmer, 
Sxecutive Director of the Congress of Kaclal Equality, and 
Bayard Rustin, described as the organl^ier of the civil 
rights march on I'.'ashlngton in August, 19^3. l^' 

Accordlnr to the article, Keverend PCing spoke to 
students and faculty at Oberlln Colleee "during the afternoon 
of October 22, 1964, 

The article also reflected that Reverend King and

MARTI N L LfTI^ER KING^ JR. 

"Der Movgen" a newspaper published in the so-called 
German Domocratic Republic (DDR) (Soviet Zone of Occupation 
in Germany), reported on September 13, 1964, that the 
well-known Negro Minister and leader in the fight against 
racial discrimination. Dr. Maz'tin Luther King, would preach 
that evening in the capital of the DDR (Berlin) in the 
Marionkirche. 



The "Eei'li.ner Zeitung" published in East Berlin, 
in its issue of September 15, 1964, reported that the 
well-known Negro Minister. Dr. Martin Luther King, had 
preached in the DDR capital on Sunday. He was reported as 
having stated that the Aiuericun Negro people -would not be 
deterred in their fight for full equality. Di"-. King, 
who spoke at a church service in the Max'ienkirche, referred 
to the struggle to free the approximately twenty million 
American Negroes from the darkness of racial discrimination 
as a great social revolution. 

This newspaper also rei^orted that Dr, King had 
spoken earlier before approximately 25,000 "West Borliners. 

"Neue Zeit",also published in East Berlin, 
reported on September 15, 1964, that Dr. Martin Luther King 
in addressing more than 3,000 persons at the i\Iarienkirche 
and the Sophienkirche had expressed heartfelt thanks for the 
moral support rendered for Christians in the DDR in the 
Negro's fight for equality in the United States. 

He is quoted as saying "please continue your moral 
support of our struggle ior racial equality. Just as you 
pray lor us so will I pray for a solution of the German 
problem. " 



According to the report Dr. King continued with 
illustrations of racial discrimination in the United States, 
sl;^m conditions and police brutality.

ing on an article which is to be submitted over King's name for publi-

Folk School in Montcagic, Tennessee during the Labor Day week-end of 1957. The photo- 
grophcr vqs sent to the Highlander Folk School by the Georgio Commission on Education. 
The Highlander Folk School was abolished by on act of the Legislature of the State of Ten- 
nessee at a later date because it was charged with being a subversive organization. 

Those numbered in the picture arc:
